HOUSE CONCURRENT RESOLUTION NO. 34

Endorsing the development of a West Virginia Transportation Park
(Transpark).
Whereas, Members of the West Virginia Legislature are
interested leaders in the long-term economic health and welfare
of the State of West Virginia; and
Whereas, The Legislature recognizes and acknowledges the
long-term need in West Virginia for world class air service and
also recognizes that West Virginia is surrounded by states which
have or are developing their air transportation facilities; and
Whereas, West Virginia competes in the regional, national,
international arena for its share of the world economy and
therefore needs the tools to become and remain competitive; and
Whereas, Information relative to the needs and trends of
business and industry indicate a growing need for air passenger
and air freight services; and
Whereas, This information clearly shows that West Virginians
do not enjoy reasonable access to the national air system and
therefore this situation impacts negatively on our citizens and
businesses and needs to be addressed; and
Whereas, The positive economic future of many areas of West
Virginia is dependent upon appropriate infrastructure, services
and development; and
Whereas, The Legislature is desirous of supporting activities
essential for the long-term economic prosperity of the State as
a whole; and
Whereas, Air transportation is expanding and improving
nationally and internationally, but declining in the State of
West Virginia; and
Whereas, Increased speed and efficiency in passenger and air
freight transportation are necessary to promote the stability and
growth of the economy in West Virginia; and
Whereas, There is ample air space available in western West
Virginia for increased air traffic and the development of a
Transpark facility; and
Whereas, Competitive transportation infrastructure
significantly influences the location of businesses; therefore,
be it
Resolved by the Legislature of West Virginia:
That the State of West Virginia endorses the development of
a West Virginia Transpark and further commits its efforts to
fully promote the construction of infrastructure required to make
such a facility competitive for the coming century; and, be it
Further Resolved, That the Clerk of the House of Delegates
is hereby directed to send a certified copy of the resolution to
Governor Gaston Caperton, U.S. Representative Nick Joe Rahall,
II, U.S. Representative Robert E. Wise, U.S. Senator Robert C.
Byrd, U.S. Senator John D. Rockefeller IV, Cabinet Secretary Fred
VanKirk and the Federal Aviation Administration immediately uponits adoption.
